Arlington's Car-Free Diet is operated by Arlington County Commuter Services, a bureau of the Department of Environmental Services, Arlington County, Virginia.

CarFreeDiet.com is designed to encourage the use of transit, bicycling, walking, telework, and other alternatives to driving alone. The site does not target children under the age of 13 and does not collect personal information about individuals except when specifically and knowingly provided by such individuals. The Car-Free Diet Calculator application collects information entered by the user and, while this information is stored on the server, any personally identifying information entered by the user is encrypted so that only the user entering it can retrieve it. This information is voluntarily provided by individuals who use this site.

Interactive Services: Once a customer provides personally identifiable information the data is secured through state of the art technology. The data will be kept for as long as either required by law, or is relevant for the purposes for which it was collected.

To further enhance the relevance and value of CarFreeDiet.com, Arlington County may use Web measurement and/or database analysis tools that provide details about the ways CarFreeDiet.com visitors access site content (articles, reports, downloads) and respond to advertising messages. Non-personally identifiable information entered by the site's users may be used by Arlington County staff to analyze the demographics of the site's users and to improve the types of resources that are provided on CarFreeDiet.com.

Arlington County may use Web browser sessions and cookies to track visitors' page preferences and patterns. Only aggregated data, and no personally identifiable information, is collected. Although Arlington County's third-party service providers aggregate the information, Arlington County controls use of the data.

Privacy: Arlington County Government will not sell, rent or lease or otherwise disclose your personally identifiable information. Information may be shared with entities who are contractually acting on behalf of the County. Such entities are governed by this privacy policy with respect to the use of this data and are bound by the appropriate confidentiality agreements.

Legal Access to Personal Information: Federal law enforcement officials may under certain circumstances obtain access to subscriber databases and archived information under the federal Patriot Act (Public Law 107-56). Federal law prohibits Arlington County from informing you if federal law enforcement officials have obtained these records.

As a public entity Arlington County is required to respond to requests under the Commonwealth of Virginia's Freedom of Information Act (FOIA, §2.2-3700, et seq., VA Code Ann.). Personal information such as name and email address submitted for opt-in electronic notification may not be withheld unless specifically requested at sign up.

Notwithstanding any other statements or representations here or elsewhere on the County site, Arlington County reserves its right to disclose any information in its possession if it is required to do so by law, or if it believes, in good faith, that such a disclosure is necessary to comply with the law, defend its rights or property, or to respond to an emergency situation.

Parental Consent: Prior parental consent may be required before a child can submit personal information. For purposes of this policy, a child is anyone under the age of 13. A parent can consent to the collection and use of a child's personal information (e.g., name, e-mail address) without consenting to disclosure of that same information to third parties. A child's participation in any activity offered on this Web site cannot be conditioned on the disclosure of more personal information than reasonably is necessary to participate. In addition, a parent has a right to review and have deleted any personal information submitted by a child, and can refuse to permit further collection or use of the child's information by contacting Arlington County through the postal mail address, e-mail address, or telephone number shown above and requesting review or deletion of information submitted by a child to the Web site.

Prior parental consent is not required for Arlington County to accept personal information from a child for the sole purpose of directly responding on a one-time basis to a specific online request. Any contact information obtained from a child in response to such a one-time request will be deleted from Arlington County's records and will not be used to re-contact the child. Likewise, prior parental consent is not required for Arlington County to accept personal information from a child for the sole purpose of directly responding more than once to a specific request. When responding more than once to specific request from an individual Arlington County knows to be a child, a reasonable effort will be made to notify a parent - either by postal mail or by e-mail sent to the parent, not the child - that he can refuse to allow further use of the child's contact information. Such notice will be sent immediately after the first response to the child's request and before any additional responses are sent. Any contest in which children are participants, and for which Arlington County knows children are registering online, shall be treated by Arlington County as a contact with a child in which it is responding more than once to a specific request.

Children: Even under circumstances where prior parental consent is not required by law, Arlington County suggests that children obtain permission from a parent before sending any information about themselves (including name, age, address, e-mail address, etc.) to Arlington County or anyone else over the Internet.

Parents: Arlington County encourages parents to get involved with their children's online usage and to be aware of the activities in which their children are participating. Any personal information collected by Arlington County from children (if Arlington County is aware they are children) will be used only for internal purposes such as contest fulfillment, or fulfilling requests for information or materials. Such information will not be included in our database and will not be posted or published by Arlington County, or provided to any third parties, without prior parental consent.
